Function Description: Conducts the day-to-day compliance activities for the credit union as they relate to the credit union’s BSA/AML Program. Works with the BSA Manager to ensure that the BSA/AML Program is consistent with executive management’s commitment to maintain a high standard of compliance with all applicable BSA/AML regulations. Reports to: Sr. Manager – BSA/AML Compliance Supervisory or Managerial Responsibility: None Contacts: All Bellco employees and officers, internal and external auditors and vendors Minimum Qualifications Education: High School Diploma required, Bachelor’s degree preferred Work Experience: One year of experience working for a credit union or bank involving exposure to consumer compliance issues related to BSA/AML. Previous audit or quality control review experience preferred. Special Training, Certification or Licensure Training in bank/credit union BSA/compliance preferred Work Environment and Conditions: Office environment May necessitate movement to other departments May require driving a personal or company vehicle in the routine performance of the job, Bellco requires a valid driver’s license and proof of valid insurance. Essential Responsibilities Demonstrates Bellco’s Act Nice Behaviors and Core Values in all interactions with members, prospective members, and personnel in other Bellco departments. Provide leadership and assistance to other members of BSA team and serve as backup to BSA Manager. Identify BSA trends and best practices and reputational risks at the earliest possible point to prevent exposure to the credit union. Will oversee reviewing and analyzing Verafin alert and behavior settings to ensure optimal analysis and report, and recommend, best practices to BSA Manager on an annual basis. Review submitted suspicious activity information form (SIF’s) and open case that are opened for review of suspicious activity. Use sound independent judgment to ensure SARs are filed when appropriate in conjunction with FinCEN guidelines and timeframes. Review SAR’s submitted by Bellco staff for accuracy and ensure they are filed within mandated timeframe. Serve as Bellco’s 314(b) point of contact and assist BSA Manager with 314(b) requests on behalf of Bellco. Ensure information sharing is compliant with the 314(b) requirements. Obtain Structuring Report (i.e., a weekly report that shows cash activity that exceeds $10K in a rolling seven-day period) from iDentifi, restructure the report for ease of analysis, add important information from other systems and highlight any obvious structuring activity. If structuring is suspected, ensure that the Compliance Analyst responsible for BSA/AML compliance is notified, and support the investigation and filing process. Review monthly wire report from WITS for potential suspicious wire activity and any BSA/AML violations. Review large cash reports and Verafin alerts daily and prepare and submit Currency Transaction Reports (CTR’s) to FinCEN. Monthly coordination and correspondence with Branch Operations staff of MIP trending reports. Obtain Monetary Instrument report (i.e., weekly report that logs members who purchase Monetary Instruments in cash with values between $3K - $10K) from iDentifi and restructure the report for ease of analysis. Monthly quality control review of non-filed case reviews. Ensure that the reasons for not filing are documented clearly. Document the review and results and report any findings to the BSA Supervisor and BSA Officer. Assist in preparing materials for BSA training, audits and exams. Performs other related duties as assigned by management. Skills: Excellent written/verbal communication skills and outstanding problem solving/decision-making skills, Knowledge of BSA/AML and OFAC regulatory requirements, Strong and sound decision making capabilities to understand complex and sophisticated money laundering alerts and investigations.
