Job Description

Contract Manager

Duration – 12 months

Location – Victoria, BC (Remote)

Working Hours – 2/day

Travel – Once a quarter, if needed

Proposed consultants should have the following knowledge, skills, and abilities:

  • Sound working knowledge of contract law, trade agreements, public procurement policy and government procurement practices.
  • Knowledge of negotiation, contract management and risk management.
  • Knowledge of recent trends in public and private sector procurement.
  • Basic knowledge in recent developments in Canadian contract law and court case decisions.
  • Considerable tact, professionalism and diplomacy as the consultant will interact with vendors, professionals and various levels of employees in a government setting.
  • Superior written and oral communication, interpersonal, influence and negotiation skills to properly represent the ministry and its business interests relating to procurements.
  • Work with a team cooperatively within diverse or work groups, including the ability to understand and respond effectively to other team members with diverse views.
  • Problem solves effectively by giving shape and direction to issues, ideas, information and deliver high quality work in a timely manner. Use analysis and evaluation skills on high profile and/or complex, time-sensitive procurement matters. View client issues from various points of view and driving factors. Assess, weigh and manage risk. Willing to view problems as opportunities.
  • Comprehends a situation analytically by breaking it down into its components and identifying key or underlying complex issues. It implies the ability to systematically organize and compare the various aspects of a problem or situation and determine cause-and-effect relationships ("if...then…") to resolve problems in a sound, decisive manner. Checks to ensure the validity or accuracy of all information; and
  • Promotes innovation to improve project success and performance by doing or promoting new ways of doing things, such as introducing a solution or process to a procurement, previously unknown or untried to the Ministry.
  • Proposed consultants should have the following experience specific to one or more Canadian public sector entities (e.g. federal, provincial, or municipal governments, public post-secondary institutions, health authorities), etc.
  • Five or more years' experience in the past ten (10) years managing competitive procurement projects.
  • Led five (5) or more RFP projects within the past (3) years that resulted in successful proponents and signed contracts, where the consultant:
    • Was the primary overseer for the solicitation document,
    • Chaired proponents' meetings.
    • Was the writer or overseer for the evaluation criteria documentation,
    • Ensured team evaluation decisions and documentation were accurate, compliant with Canadian procurement law and the RFx, and appropriately documented, and
    • Led debrief sessions with unsuccessful proponents.
  • Led three (3) or more RFP or RFx projects within the past five (5) years that included scored shortlist processes, such as pre-qualifications, interviews, demonstrations, presentations, etc.
  • Experience facilitating evaluation of proposals for five (5) or more projects within the past ten (10) years.
  • Experience with contract finalization or negotiations with five (5) or more contracts within the past ten (10) years that resulted from a RFP process; and
  • Experience with IT procurements and contracting models.

Sample Projects

  • For each consultant proposed, include two (2) sample projects that the consultant primarily wrote.
  • Additional points will not be given for more than two samples per consultant. If a response contains more than two samples for a single consultant, IMB will make contact to request which two should be evaluated. IMB will not evaluate more than two samples per consultant. However, if more than one consultant is proposed, the province expects two samples for each procurement consultant.

Relevant Education and Professional Designations

  • Preference will be given to consultants that have formal education (i.e. diploma or degree) in a related business or computer science field. In addition, consultants should have a procurement designation or graduate certificate, such as, but not limited to, those offered through the Supply Chain Management Association of Canada, the National Institute of Governmental Purchasing, Association of Technology Acquisition Professionals (CAUCUS), Chartered Institute of Procurement & Supply (CIPS) or World Commerce & Contracting (formerly IACCM).
