Job Description

As a GIS Analyst for the City of Blue Springs, you will be responsible for supporting, maintaining, and expanding the City's Geographic Information System (GIS) operations. This position will work under the direction of the GIS Coordinator and provide advanced GIS support through the development, management, analysis, and maintenance of geospatial data and GIS applications used across multiple departments including Administration, City Development, Public Works, Planning, Engineering, and Utilities.

The ideal candidate will possess strong experience with ESRI technologies and demonstrate the ability to manage GIS projects, perform advanced spatial analysis, and develop GIS solutions that support operational efficiency and data-driven decision-making. This position is intended for an experienced GIS professional with three to five years of progressively responsible GIS experience.

Education and Experience

Bachelor's degree in Geographic Information Systems, Geography, Computer Science, Engineering, Planning, Information Technology, or a related field required.

Minimum three to five years of professional GIS experience required; municipal or utility experience preferred.

Experience with ESRI products including:

  • ArcGIS Pro

  • ArcGIS Online

  • ArcGIS Enterprise environments

  • Field Maps

  • Survey123

  • Experience Builder

  • ArcGIS Dashboards

  • Mobile and web GIS applications

Preferred Qualifications

  • Experience supporting municipal GIS operations and infrastructure management

  • Experience with utility mapping, asset management systems, and public works datasets

  • Knowledge of Python scripting, Arcade expressions, SQL, or workflow automation

  • Experience creating and maintaining geodatabases and relational databases

  • Experience digitizing and processing data from As-Builts, CAD files, and GPS sources

  • Familiarity with GIS standards, metadata, and quality assurance procedures

  • Understanding of coordinate systems, projections, and GIS best practices

  • Ability to lead GIS initiatives and manage multiple projects simultaneously

Knowledge and Abilities

  • Strong written and verbal communication skills

  • Strong analytical, problem-solving, and organizational skills

  • Ability to manage multiple priorities and deadlines simultaneously

  • Working knowledge of geodatabase design and management principles

  • Knowledge of spatial analysis methods and GIS data management concepts

  • Familiarity with relational databases and SQL concepts

  • Experience developing maps, reports, dashboards, and GIS visualizations

  • Ability to work independently and collaboratively across departments

  • Customer-focused with strong troubleshooting and technical support skills

  • Proficient with standard office technology and systems

  • Ability to adapt to changing priorities and work environments

Physical Requirements

Work is primarily performed in an office environment with occasional field work that may require walking, standing, bending, lifting equipment, and working outdoors in varying weather conditions.

Work Environment and Physical Requirements

Must be able to sit for extended periods and occasionally stand or walk throughout the facility. Requires manual dexterity sufficient to operate computers, telephones, and office equipment. Must be able to hear normal conversation and possess close vision and focus adjustment capabilities. Must occasionally lift and carry items weighing up to twenty-five (25) pounds for short distances.
